Refund and Cancellation Policy
Parking Compliance Services Ltd ("PCS") is committed to ensuring that refunds and cancellations are processed fairly, transparently, and in accordance with our contractual, legal, and regulatory obligations.
This policy explains when refunds may be available and how cancellation requests are handled.
1. Parking Charge Notices (PCNs)
Cancellation of a Parking Charge Notice
A Parking Charge Notice may be cancelled where:
- An appeal is successful.
- PCS determines that the PCN was issued incorrectly.
- Incorrect vehicle details were recorded.
- Evidence demonstrates that parking authorisation was in place.
- Exceptional circumstances justify cancellation.
- The landowner instructs PCS to cancel the charge in accordance with site procedures.
Where a PCN is cancelled, no payment will be required.
Refund of a Paid Parking Charge Notice
Refunds for PCNs will only be issued where:
- A payment was made in error.
- Duplicate payments were made.
- A PCN was subsequently cancelled after payment.
- PCS determines that a refund is appropriate following investigation.
Refunds will not normally be provided where:
- The motorist has paid the PCN and later changes their mind.
- The charge was correctly issued and remains valid.
- The appeal deadline has expired and no exceptional circumstances apply.
Refund Processing Times
Approved refunds will normally be processed within:
- 10–14 working days for card payments
2. Parking Session Payments
Cancellation Before Parking Commences
Where a parking session is booked through an approved payment provider and cancellation is permitted by the relevant provider's terms and conditions, cancellation may be available prior to the commencement of the parking session.
Requests should be directed to the payment provider used to make the booking.
Refunds for Unused Parking Time
Unless otherwise stated on site signage or within the payment provider's terms and conditions:
- Parking payments are generally non-refundable once a parking session has commenced.
- Partial refunds for unused parking time will not normally be provided.
- Customers are responsible for selecting the correct tariff and duration at the time of purchase.
3. Permit Refunds
Where PCS administers parking permits on behalf of a landowner or client, refund eligibility will depend upon the specific permit scheme terms.
Refunds may be considered where:
- A permit was purchased in error and has not been used.
- Duplicate permit payments have been made.
- A permit scheme is withdrawn by the landowner.
4. Subscription or Contract Parking
For monthly parking subscriptions or contract parking arrangements:
Cancellation by the Customer
Customers wishing to cancel must provide written notice in accordance with the agreement terms.
Where a notice period applies, charges may continue during that period.
Refunds Following Cancellation
Refunds for prepaid fees will be assessed in accordance with:
- The relevant parking agreement.
- Site-specific terms and conditions.
- Any applicable statutory rights.
5. Overpayments and Duplicate Payments
If you believe you have:
- Paid more than once.
- Paid the incorrect amount.
- Been charged incorrectly.
Please contact PCS immediately and provide:
- Vehicle registration number.
- PCN reference (if applicable).
- Payment reference.
- Date of payment.
- Evidence of the transaction.
Verified overpayments and duplicate transactions will be refunded promptly.
6. Payment Disputes and Chargebacks
Customers are encouraged to contact PCS before initiating a chargeback with their bank or card provider.
Where a chargeback is submitted:
- PCS will investigate the dispute.
- Supporting evidence may be provided to the payment provider.
- Any ongoing appeal or complaint will continue to be considered independently.
7. Exceptional Circumstances
PCS recognises that circumstances outside a customer's control may occasionally arise.
Each case will be considered on its individual merits and may include:
- Medical emergencies.
- Vehicle breakdowns.
- Payment system failures.
- Other exceptional circumstances supported by evidence.
The submission of evidence does not automatically guarantee a refund or cancellation.

Important Notice
A request for a refund does not automatically suspend recovery action relating to a Parking Charge Notice. Where a PCN remains valid and unpaid, motorists should continue to comply with the payment or appeals timescales specified within the notice.
